Join Us For “A Bumpy Road: EVs and Implications for State Budgets”

The Washington & Jefferson College Center for Energy Policy and Management will host a free Nov. 12 webinar on how the electric vehicle transition could affect state road budgets as part of its Energy Lecture Series.


“A Bumpy Road: EVs and Implications for State Budgets” will be the subject of a free, hour-long webinar at 11 a.m. Nov. 12. It will be presented by Dr. Jay Golden, Pontarelli Professor of Environmental Sustainability and Finance in the Maxwell School of Citizenship and Public Affairs at Syracuse University, where he also directs the Dynamic Sustainability Lab.


EV adoption is a central focus of efforts to reduce emissions in order to meet climate goals, and EV sales have been rising exponentially in recent years. But their adoption will also create challenges to states that rely on fuel tax revenues to fund road and bridge construction and repair. The report examines potential impacts of lower revenue, along with other infrastructure considerations, and proposes several strategies states can use to offset this shortfall. Pennsylvania recently approved an Electric Vehicle Road User Fee that will cost owners $200 in 2025, rising to increase to $250 in 2026, to help fill the gap.


Dr. Golden’s recently published research “The Emerging Highway and Roads Revenue Gap” was supported by the Pew Charitable Trusts, a leading nonprofit organization that uses data to address the challenges of a changing world and advance ambitious strategies that lead to tangible progress. David Draine, a principal investigator and methodologist at The Pew Charitable Trusts, will also speak about the organization’s role in the report.


Dr. Golden is an internationally recognized researcher and academic regarding the dynamics of the global sustainability transition. He uses big data, modeling and analytics to analyze the risks, unintended consequences and opportunities of government policies and corporate actions to meet sustainability challenges with a focus on the transition to a net-zero carbon economy. At Syracuse University Dr. Golden founded and directs the Dynamic Sustainability Lab. He is the author of more than 150 articles and reports, testified before Congress on sustainability.
